The Value Area High and Value Area Low do not use a Standard Deviation in their computation. They are calculated by starting at the Point of Control and then finding the volume that is defined by taking the "Volume Area Percentage" multiplied by the Total Volume in the profile and then marking those levels that between which that volume exists.
