Yes this is all correct: My Reference instance > Global Settings > Sierra Chart Server Settings > Enable DTC Protocol Server is set to Yes. Listening Port is set to 11199, Historical Data Port is set to 11198, and Allow Trading is set to No. (I did run netstat to ensure these ports were not being used.)
My Reference sub instance Global Settings > Sierra Chart Server Settings > Enable DTC Protocol Server is set to No. Listening Port is set to 11211, Historical Data Port is set to 11210, and Allow Trading is set to No. (I did run netstat to ensure these ports were not being used.) My Trading instance > Global Settings > Sierra Chart Server Settings > Enable DTC Protocol Server is set to Yes.
