If you have the tool selection as "Chart Values/Crosshairs", then there is no ability to move the chart in any direction with the pointer. You can use the scroll wheel (if you have one on your pointing device), but if you click and drag, there will not be any movement. Again, we wonder if you are using the "Hand" tool and have the crosshairs set to display when it is being used or if you are selecting in the scale and moving up and down within there. We need to know exaactly what tool selection you have and where you are pointing and moving.
