This thread is no longer at the top of the board. After a firm call with the collection company explaining the situation, the collection company dropped the case. They are no longer involved in it. And after further discussion with Crown Castle, they have admitted that they did not even know that there were partner carriers involved in the connection. And they did not even know, that the circuit was running, in part, over fiber lines strung between utility poles, rather than being buried. Crown Castle provided a very substandard circuit to us.
