We are not seeing any difference in how the rectangle outline behaves when the chart is either maximized or restored and the "Outline Width" is set to 0. We have also checked to see how it acts in version 2813 (pre MDI changes) and 2858 (current release) and also with and without OpenGL. In all cases, what we see when you are modifying/moving the rectangle, the outline is not visible and all you can see are the two anchor points. This would be expected given that the outline has been set to not display with a width of 0. If you are seeing something else, then can you please get us an image of what you are seeing.
