Open your Message Log (Window >> Message Log) and scroll to the top. Look for an entry near the top that states the following:
Local computer UTC time and Server UTC time difference:

See if this states that there is a difference of 13 minutes between your computer time and the server time. It is the only reason we can think of for there to be a 13 minute difference.
