You can change the border colors by going to: C:\Users\(yourusername)\AppData\Local\Microsoft\Windows\Themes Right click the theme you want to edit and open it with notepad, then scroll down to the "[Control Panel\Colors]" section and change the color values to your liking. The "Button" ones are for the chart borders. I only tested it with the "Show Title Bar" option in Sierra off. I don't think it works for the default title bars in Sierra. Keep in mind, adjusting these will affect other parts of Windows. You will have to switch back and forth with another theme to apply the changes.
