To begin with, why are you not using the standard tick size? What are you trying to accomplish with this, as there is probably another solution. And we wonder if this may be related to the problem you are seeing. Next, what service are you trading with in this situation? Rithmic is known for not updating orders in a timely fashion. So your statement of "it appears like theirs an issue where my orders ( stops ) are moved visually on the DOM, but not moved on the backend" sounds very much like a Rithmic issue.
