To do what you want, the "Same As" option should be set to the actual control bar itself and not to another control bar. For example, if you are modifying Control Bar #3 and want it to just be its own control bar without copying from another one, then set "Same As" to "Control Bar 3". If you have not specifically changed that option for a control bar, then it should default to itself.
