There is not a way to do this through a Control Bar button. You can control the Activate/Deactivate option through the Chat interface, by selecting "Commands >> Edit Chat" and then setting the option for "Relay to Mobile App" to "Yes/No". The other option is to change the actual alert sound option that is selected within an Alert, so that it is not using one that will send to the Chat.
