You are able to answer all of these questions yourself. The documentation explains how the NISS market statistic is calculated. And the study documentation explains what it does: Advance Decline Line You have all of the information. There is simply nothing more to ask. What you do with them and whether they are useful is up to you. This is an incorrect conclusion: NISS looks cumulative to me as the next candlestick open from prior candlestick's close which is the nature of a cumulative metric.
We looked into why this is the case. Market statistics are calculated and generated multiple times a second, four times a second. If at the next time they are generated there is no change in the value then the open for the next second will have the same value as the close of the prior second. If you look closely, sometimes you will see a change with the NISS, for example, between the prior close and the next open.
