We tell the operating system we want a specific pointer type, but what is defined for that pointer type is defined by the Operating System. For example, when using a drawing tool we specify that we want to use the "Normal Select" pointer, which is set to an arrow by default in Windows. Whereas with the Crosshairs, we specify we want the "Precision Select" pointer, which is the plus (+) by default in Windows.

If you want to change these, then you need to do so at the Operating System level. For Windows 11, this is in "Settings >> Accessibility >> Mouse Pointer and Touch >> Customize Pointer Image.

Keep in mind changing these at the OS level will affect ALL the pointers in all programs throughout your system.
