When you see read-only it just means the setting is read-only. This means you are doing something wrong: but order submissions are being ignored.
Maybe you did not login. And we definitely would strongly recommend to enable authentication. What is the encoding that you are using? Your settings generally look correct, but we do not know what you are doing on the client side. Is there anything on your end that needs to be enabled to allow order submission via DTC?
