Yes, that is correct, it is at 17:00 Central US time. It did not sound right when I wrote it, but I did not double-check myself. The reason it is showing as 16:00 in my chart is that my Session Times are set to start at 16:00, and since that was a 4 hour chart, 17:00 is included in that bar.
