This order-type is called "Buy-Stop" or "Sell-Stop" you just have to right-click on the Bid above price to get a Buy-Stop Order and to right-click on the Ask below price to get a Sell-Stop Order. If you left click the Bid above price you get a Market-Order, that's why you get a fill.
