The reason it is opening to the Left is because of the small screen size as there is not enough room on the right. To get to that menu, you would need to move your pointer off to the right following the arrow for the "Tool Configurations" and then move it down and around the menus to get to the configuration list itself. You can not cross the other menu, as you have seen, as that will close out the configuration sub-menu.
