Update to the latest version of Sierra Chart. Instructions:

You need to search the Message Log for this text:
SC External HD service

This indicates historical data downloads that are being counted. Only these ones. No other ones are counted.

This makes no sense. Why would this be the case:
the Historical Daily Data charts do not display anything,

Something is wrong with your system if this is happening. Stop using sleep. This is definitively not a Sierra Chart problem at all.
