This would only be a Sierra Chart limitation if you have set a "Global Trade Position Limit". Refer to the following:
Global Symbol Settings: Use Global Trade Position Limit (Global Settings >> Symbol Settings)

Or if you are using a custom study of some kind that has set a limit (including the Spreadsheet System for Trading).

Otherwise, the error you are getting is coming from your trading service. Please copy and paste the error you are getting to this thread so we can see where it is coming from.

You can try to change the following setting to "Yes", although it should only occur with a "Flatten" or "Reverse" and not a "Scale Out", but please give it a try:
Global Trade Settings Windows: Hold Market Order Until Pending Cancel Orders Are Confirmed (Global Settings >> General Trade Settings >> General)
