Make sure the Control Bar you are wanting to display has items in it to display. Select "Global Settings >> Customize Control Bars >> Control Bar n" to select the particular Control Bar number you want. After you have the Control Bar setup the way you want, select "Window >> Control Bars >> Control Bar n" to display the Control Bar.
