Your setup should be working fine right now. You are on Package 3 and you are evaluating Package 12. It sounds like you did not have an active package and you were trying to use the Evaluation of Package 12, which is not how this option works. You have to have a paid package active in order to use the Evaluation. It is different from a trial.
