There is not a way to set this globally. In order to do this you need to update the Symbol Settings for each instrument you will be opening a chart for. Keep in mind when you are editing the symbol settings for the Session Times, there is a Time Zone associated with this, that sets the time zone for the entered times in the symbol settings - this has no impact on the Time Zone of the chart.
