Yes, it seems odd to us that they do not use the last digit, especially since they set the tick size, but since it is in a quarter of a point, you end up with a 0, 2, 5, or 7, so it can be figured out from that context. And on the other end, they are adding the leading zero as a placeholder for when the number of 32nds is in the single digits.
