That is the correct item to be changing for the text color in the Order Fills. Since that is not changing the color, then this would mean that the chart is setup to use chart specific graphics, rather than the global. Select "Chart >> Graphics Settings - Chart" and see if the option at the top for "Use Global Graphics Settings Rather than These Settings" has a checkmark next to it. If it does not, then you need to make the change to that color in this window and not the Global Graphics window.
