Is this on a Trading DOM or a Chart? If it is a chart, then make sure the option for "Trade >> Chart Trade Mode On" has a checkmark next to it. Otherwise the chart does not allow trading. If this is a Trading DOM, then we do not know, as a Trading DOM is always active for trading.
