to replicate this bug, YOU MUST FIRST DETACH THE CHART WINDOW. this is a must! now in this detached chart, attach a control bar. now try hovering your mouse pointer over the area where the control bar exists OR where the title bar exists (the area with the 'minimize' 'maximize' 'close' buttons). when doing this, you will see that the "Hide Chart Values Tool when Pointer not Over Chart setting" does not work.
