There was a problem with the Chart Drawing Properties window in a release. So please update to the most recent version in order to ensure that this is no longer the issue you are seeing. If you continue to have an issue after you update, then select "Window >> Reset Windows" followed by "Chart >> Reset Child Windows". This will set your windows back to their default positions, which should make them visible for you.
