Not exactly the same, but the end result should be the same. When you select "Delete and Download Data" from the menu, it is clearing out the data from the file, but it does not actually remove the file itself. Deleting the file removes everything. We have seen a few times, where a file has a problem, and needs to be deleted from the Operating System to fix the issue that "Delete and Download" would not resolve.
