There is not a way to have the coloring not change during development and only update when the bar closes when using the Study/Price Overlay itself. To do this, you would have to color the Study/Price Overlay using the "Color Bar Based on Alert Condition" and create multiple copies to color the bar as you want and have them update only on the Bar Close.
