I tried three different accounts I use with SC all connect no problem, more importantly I tried Trade evaluator delayed data and this service connects no problem. Something I notice when I select --> Trade --> Trade Account Monitor/Balances Window in order to view the corresponding account I setup for the Trade Evaluator the account which is shown is the account from the previous connected account which was selected from Data/Trade Service Settings.
