If you choose Interactive Scale Move, a left click/drag on the y-axis will move the whole chart. Hold the Ctrl key with a left click/drag and the scale shrinks/expands.

If you choose Interactive Scale Range, then vice versa.

You can also use the Hand tool. Global Settings >> Tool Settings >> After Singe Tool Use Change To: Hand. Also, check Support Vertical Scaling/Movement With Hand Tool.
