In general, the attached orders should be server side unless you are using a Market If Touched, or a specific client-side order type. It looks like you are using the Teton Order Routing. If this is the case, then the orders would definitely be on the server - at least on our server if not on the exchange. You would have to look at your Trade Activity Log and see what occurred that the orders did not work as you expected.
