The control for whether the graphics settings are taken from the Chart specific settings or the Global Settings is the option on the Chart Specific Graphics Settings window for "Use Global Graphics Settings Instead of These Settings". If this is checked, then it is using the Global settings, and if it is unchecked, then it is using the Chart Graphics Settings.
