Package 11 does not "come with Denali Exchange Data Feed". You do need to be on one of the Integrated Packages in order to be able to get the data from the Denali Exchange Data Feed, but you do have to activate and pay for the exchanges for which you want the real-time data. So the answer to your question is "Yes" - you have to pay the exchange fee.
