In ver 1138, you will be able to control this with the DrawUnderneathMainGraph flag.

If DrawUnderneathMainGraph is set to 1, the drawing will be drawn underneath the main graph. If DrawUnderneathMainGraph is set to 0, the drawing will be drawn above the main graph. If DrawUnderneathMainGraph is not explicitly set, the drawing will be drawn using the chart settings for drawing underneath.
