An Internet search for Windows Error Code 1392 is showing that it is a "Corrupted File System". From what you have stated, it sounds like the file that holds the NQH23 data is corrupted and that is why you are having the issues you are having.
Exit out of Sierra Chart and then you will need to go to the operating system and delete the file. Open the File Explorer and go to the 'Data' folder under the main Sierra Chart installation folder (typically C:\SierraChart, but it may differ on your system). Find the file named NQH23-CME.scid and delete it.
After this, start Sierra Chart again and go to the chartbook for NQH23-CME and it should correct itself.
