For regions 2, 3, and 4 start with the study that is giving you the "base" of what you want to display (for each region). It sounds like this is a "Study/Price Overlay" of the bar data from another symbol. For this particular study, change the scale to "Automatic". Leave the other studies in the region as "Same As Region". This should take care of it for you.
