Select Tools >> Hand to get the hand tool to be able to drag the chart. If the issue is that you can only drag left-to-right and up/down, then set the option for Tools >> Tool Settings >> General >> Support Vertical Scaling/Movement with Hand Tool to Yes. If you have open space on the right of the chart that you are not able to move the bars into, and you want to, then this is caused by having the Chart >> Lock Fill Space enabled.
