One option would be to add the color bar based upon alert condition study, then in the Alerts tab of the study settings enter =AND(L<=x, H>=x), where x is the desired price level, then on the Subgraphs tab of the study settings change the Draw Style to what you want. This will mark every bar that straddles the price level.
