You are misunderstanding how the study works. If you want TPO levels based on 30min blocks you would need to use a 30min (or less) chart so that the calculations can be performed. Using a single bar results in a single TPO block at each interval in the single bar, so TPOC is then the mid price level (as you have seen). Add the study to a 30min chart and overlay on to the daily using the Study/Price Overlay, example attached.
