The exchanges are separate from your package. The exchanges are paid for on the first day of each month. This is above and beyond the cost of the package that you have. So no, Package 10, in and of itself, is not enough to get the real-time data. If you notice in the image you provided, there is a button at the bottom right that states "Reactivate Exchange". Once you have at least $3.50 in your account, you can select that button to reactivate the exchange and start getting the real-time data for the CME Group again.
