We are not able to reproduce this. Make sure you have the Hand tool selected by selecting it in the Tools menu rather than using Alt-H. Also, make sure you are selecting the chart nowhere near the Calculator drawing in order to ensure you are not selecting the drawing by accident. On the chart that is not able to move, make sure you have data that is displayed off the screen and that it is not all displayed such that there is nothing to scroll left/right. One other note, see if you can at least drag the chart left and right with the Hand tool. Up/down is controlled by a setting and could be affected by your Scale setting, so this will help to eliminate some possibilities.
