Nothing breaks down, that was a statement of fact relating to how and when the arrays are initialized to 0. The situation you describe is one where, unless it was mathematically important for zero to actually be zero, FLT_MIN can be useful for displaying 'zero' values, as visually the difference will be imperceptible, unless your study is displaying values in 10^-38 range.
