Are these ports numbers ( 443, 10048, 10047, 10045, 10060, 10043, 10042. and 80, 10149, 10150, or 10159) are only for the real-time data? Will unlock them help us to receive the delayed data? .

You need to unlock those ports in order to get the delayed data as well.

My SC at my home office, which run your (SC data -All Service), indicate that there are UDP port 22903, Listening port 11099, Historical Data port 11098. Should I also include these port numbers for my campus to unlock as well?

You do not need to open those ports to the outside. Those are used to communicate with sub-instances on the same computer, or in the case of the UDP port, for UDP connections from the same computer.

Also When I go to Global Settings >> Data/Trade Service Settings >> Intraday Download Interval for Non-Real-Time Symbols., my SC is setup as 60 min. I change it to 10 mins. Will this work to alter the delay from 60 mins to 10 mins?

That will change the update interval for symbols that are not real-time or delayed streaming. Such as U.S. Equities. The lowest you can set it is 20 minutes. The updates will occur at that interval, but the data will still be behind the actual market by 10-20 minutes (depending on exchange). Again, this has nothing to do with the delayed streaming data - that data delay is set by us to be 10-20 minutes (depending on exchange).
