Thanks for your help. I cannot upgrade to the latest version because I'm running a 32 bit system. However, I figured it out on my current version 2138. Using the horizontal ray tool, extension to the right, adjust to whatever color/style you want. Then right click the drawing and "modify text." The text label stays in the right margin space (attached to the ray/line) no matter what happens with the chart. Doesn't matter if you scroll, if the chart advances over time, or if you switch to the overnight session. The line and label stays. I have included a screen shot.
