As long as Interactive Brokers is sending the information for whether a trade is at the Bid or the Ask, then this should be working. What exactly are you seeing? Also, take a look at the Numbers Bars study and see if the information looks correct there. That will give you an indication of what to expect in the Cumulative Delta bars.
