well, the problem has just got fixed. when I checked my IE there was no work offline option under File, so I assumed that it wasn't offline, I also opened a webpage to make sure that it could open. however when I went back to close IE I saw a notification asking me whether or not to go back offline!?@%#$, and I chose "no". basically the error message problem went away after that. I still have no idea what could be the cause of the error message. but I'm just glad that it's gone. Thanks a lot for the assistance. Best regards.
