This is my first time observing this issue as well. When I was debugging some algorithm, I compared the live L2 market data in SierraChart with the l2 data on Binance, they were identical as far as I could tell. In theory, SierraChart could have repaired the history data with data from Binance, e.g. https://data.binance.vision/data/spot/daily/klines/BTCUSDT/1m/BTCUSDT-1m-2021-05-18.zip, but it's up to SierraChart engineering to decide if it's worthwhile.
