It definitely should only be opening a new chartbook without any charts in it. Are you absolutely sure you are selecting File >> New Chartbook? Assuming you are selecting File >> New Chartbook, if you were to close that chartbook that opened (Chartbook2) and then select File >> New Chartbook again, does it open Chartbook2 or Chartbook3?
