yeah, as it was a completely new VPS I was logged as Administrator (root) and the issue was that Microsoft 2016 server does not let some applications being run as Administrator (it is pretty weird, and I have no clue why). It did not even show any message as it normally should. To fix it, some special security policy needs to be set + som setting in the registers. Another solution is to create another non-root account. But in both cases, there is still a need to somehow disable MS Defender because otherwise this pop up will be showing anytime you try to open Sierra - https://prnt.sc/15qbnsf. It is probably because thee publisher of the software is set as Unknown Date Time Of Last Edit: 2021-06-17 19:09:07
