In regards to the error message, I do see the EP vs. ESU21 error now. Interesting! I missed that! I had previously used TTFix routing and thought I had changed everything over using "edit > translate symbols to current service" several times, but perhaps I missed one or some. So perhaps that was the issue with the MBO getting "stuck" sometimes. Regardless, thanks for changing the service package.
